    In this question ‘developed’ initially only reflected a high GDP (gross domestic product), which is only an economic perpective.

    More recently, the human development index (HDI) was introduced by the as a more relevant indicator of development, better reflecting state of democracy, human rights, access to vital resources, etc… and is calculated based on a mix of ranking about health, education and income. See here for the 2007 HDI situation.

    According to that ranking, Belgium ranked 17th among the 40 countries with “very high HDI”.
